Microsoft offers his new Visual Studio 2008 express editions for free.
These are full versions without limitations.
I recommend to use C#, however VisualBasic.Net is also available.
Each language has its own download. About 449!!MegaByte per language.

It would be useful if you became familiar with this technology.
